Rep. Mark Messmer (R-IN) expressed his support for the Digital Asset Market Clarity Act of 2025 on the House Floor. The legislation, known as the CLARITY Act, aims to provide clear regulations for the digital assets industry by defining jurisdictional boundaries between the Securities and Exchange Commission (SEC) and the Commodities Futures Trading Commission (CFTC).

The bill is designed to create new opportunities for Hoosier farmers by fostering innovation in rural areas and improving access to capital in agricultural communities.

During his speech, Rep. Messmer highlighted the need for a regulatory framework that protects consumers and punishes fraudsters while encouraging investment in America’s innovative ecosystem. He emphasized that current regulations have driven talented individuals out of the country.

Messmer stated, “The CLARITY Act finally establishes distinct jurisdictional boundaries between the Securities Exchange Commission and the Commodity Futures Trading Commission, while also creating guardrails to incentivize and safeguard investment.”

He added that the bill would not only benefit Wall Street and Silicon Valley but also offer significant opportunities for rural innovators.
