House passes 2026 defense authorization act; Messmer highlights local impact

The U.S. House of Representatives has passed the National Defense Authorization Act (NDAA) for fiscal year 2026, legislation that sets funding and policy for the Department of War. Representative Mark Messmer (R-IN), who represents Indiana’s 8th District, acknowledged the bill's passage and highlighted its relevance to his district, home to Crane Naval Surface Warfare Base.

“The FY2026 National Defense Authorization Act codifies the key policy priorities our Republican majority in the House of Representatives has been fighting for, and with Crane Naval Surface Warfare Base in Indiana’s 8th District, I am proud to represent a community that strongly supports the President’s ‘Peace Through Strength’ agenda,” said Rep. Messmer. “Thanks to President Trump’s leadership, long gone are the days of the Biden-Harris Administration’s appeasement that have emboldened our enemies and weakened our nation’s standing in the world.”

The NDAA includes provisions intended to shift military focus toward lethality, meritocracy, and accountability by ending certain diversity and inclusion initiatives. It allocates funds to support border security efforts through cooperation with the Department of Homeland Security. The bill also seeks to reform acquisition processes within the Department of War by codifying executive orders aimed at speeding up technological innovation.

Service members are set to receive a 3.8% pay raise along with improved benefits for their families under this legislation. The act authorizes funding for defense priorities such as fighter aircraft, submarines, warships, autonomous systems, and advanced nuclear power technologies.

In an effort to bolster domestic defense manufacturing and supply chains, new authorities have been created within the NDAA. The bill includes measures requiring allied nations to contribute more toward their own defense costs and extends authorities related to counterterrorism operations.

Cost-saving reforms initiated by the Department of Government Efficiency are expected to save over $20 billion, including $15 billion assumed in budget requests.

Programs supporting National Guard members during service are established in this act. The NDAA also provides funding for hypersonic missile technology and other advanced military capabilities.
