City of Rockport recently issued the following announcement.
ROCKPORT POLICE DEPARMENT ANNOUNCES PROMOTIONS
At the March 8th meeting of City Council, Police Chief Greg Stevens announced a series of appointments for the City of Rockport’s Police Department Patrol and Criminal Investigation Divisions (CID). These officers were selected for promotion based on an assessment of performance; relevant training, education and experience; department needs; officer interests and predicted success; and managerial prerogative.
Lt. Nathan Garcia has been promoted to Captain and head of the Department’s Patrol Division. Lt. Nathan Anderson has been promoted to Captain and head of the Criminal Investigation Division. Other promotions include Det. Rachel Marshman being named Lieutenant and moving to Patrol; Officer DJ Paine to Administrative Lieutenant; and Officer Isaac Leal moving to CID as a Detective, where he will be responsible for follow up investigations of property crimes and person crimes ranging from minor thefts to violent assaults and potentially homicides.
The rank of Captain is the RPD’s “second-in-command” rank. Captains often serve as the Acting Chief of Police in the absence of the Police Chief. Lieutenant is the first line of supervision in the RPD. Lieutenant Marshman will be assigned to a Patrol Watch tasked with supervising uniformed patrol services during overnight hours throughout the City. Lieutenant Paine will be the RPD’s Administrative Lieutenant tasked with managing aspects of the department such as training, vehicle fleet, property, and evidence.
“It’s a great testament to the City’s Police Department that we have the expertise and depth to promote from within the ranks,” noted Interim City Manager Richard Morton.
Patrol Nathan Garcia has been in law enforcement for over 23 years. He began his career with the Texas Department of Public Safety, graduating from the DPS All-Service Academy in January 1999. He served eight years with the Department, five years as a Highway Patrol Trooper with stations in Gainesville, Rockport, San Marcos and Austin. He finished his last three years as a sergeant in both the Motor Vehicle Inspection and Highway Patrol Services. After leaving DPS, Lieutenant Garcia served as a Police Mentor in Afghanistan for 18 months, where he assisted in the training of the Afghanistan National Police.
After completing his overseas contract and returning to Rockport, Captain Garcia joined the Rockport Police Department in February 2009. He began working as a Patrol Officer and was promoted to Lieutenant in December 2012. Since coming to the RPD, Captain Garcia has served in several capacities to include the department’s Firearms Training Unit supervisor, Range Master, Armorer, Training Coordinator, Field Training Officer program director, Fleet manager, Criminal Investigations Lieutenant, and Texas Police Chief’s Association Best Practices Program Manager.
Captain Garcia holds a bachelor’s degree in Criminal Justice as well as his Master Peace Officer License, Basic Instructor Certificate, and Firearms Instructor Certificate through the Texas Commission On Law Enforcement (TCOLE). He is a graduate of the FBI National Academy Session #259 and holds certifications in Advanced Accident Investigation, Advanced SWAT, and is a Field Training Officer.
Garcia has been married to his wife, Stefanie, for over 13 years and has two daughters. His oldest, Kylea, is currently in her third year at Penn State University and his youngest, Haidyn, is a fourth grader at Fulton Learning Center.
Nathan Anderson – Promoting to Captain, CID Nathan Anderson has been in law enforcement over 26 years. He began his police career with the Lubbock Police Department, graduating from the Lubbock Police Academy in October 1995. He retired from Lubbock PD in 2020 as a Lieutenant after serving there for over 24 years. Captain Anderson served on the LPD SWAT team for 19 years and was the team’s commander for his last four years in Lubbock. While with Lubbock PD, Captain Anderson held assignments as a supervisor in a number of areas including Patrol, the Vice and Gang unit, the Narcotics unit, and the Special Duty/Street Crimes Suppression unit. He later served as an Internal Affairs investigator and eventually took command of Administrative units, including Information Technology, Property and Evidence, Wrecker Ordinance, etc.
After retiring from Lubbock PD, Captain Anderson joined the Rockport Police Department in August 2020. He began working as a Patrol Officer and was promoted to Lieutenant in February 2021. Since coming to the RPD, Captain Anderson has enhanced the departments background investigations process, improved its Field Training Officer program, and assisted in restarting the Marine Unit, among many other facets of the departments ongoing forward momentum.
Captain Anderson holds his Master Peace Officer License through the Texas Commission On Law Enforcement (TCOLE) as well as his Basic Instructor Certificate and his Firearms Instructor Certificate through TCOLE. He is currently attending classes at Del Mar College and has been nominated for attendance to both the FBI National Academy and the Law Enforcement Management Institute of Texas. Nathan and his girlfriend, Lana Ford, live in Portland with Lana’s two children, Jemma and Jacob. Nathan has two sons, Tanner and Colton, both serving in the US Army, and a daughter, Sydney, who was just accepted to Texas Tech University.
Rachel Marshman – Promoting to Lieutenant, Patrol Rachel Marshman has been with the Rockport Police Department for 14 years. She holds her Advanced Peace Officer License as well as a Telecommunications License from the Texas Commission On Law Enforcement (TCOLE). She graduated from the Victoria College Police Academy in 2007.
During her time with the Rockport Police Department, Lieutenant Marshman has become certified as a Marine Safety office, a Bicycle Patrol Officer, and a Field Training Officer. She has also worked in Criminal Investigations for the past two years where she specialized in Sexual Assault Crimes and was appointed to the Aransas County Sexual Assault Response Team by the Aransas County Attorney’s Office. In 2018 Lieutenant Marshman earned a Life Saving Commendation award. She is dedicated to community relations.
In her off time, Rachel enjoys spending time with her children, camping, and fishing.
Dennis “DJ” Paine – Promoting to Lieutenant, Admin Dennis Paine started his law enforcement career with Victoria Police Department in 2008 after graduating from the Victoria Police Academy. While employed at the Victoria Police Department, Lieutenant Paine served as a Patrol Officer, Senior Patrol Officer, Field Training Officer, Bicycle Patrol Officer, and Intoxilyzer Operator, all while assigned to the Patrol Division. Officer Paine later served as a Detective in Victoria PD’s Special Crimes Unit, where he was an undercover operator for over five years. Lieutenant Paine also served as a Task Force Officer for the Department of Homeland Security Investigations.
Lieutenant Paine promoted to the rank of Sergeant and became a front-line supervisor in the Patrol Division and was later transferred to the Support Services division, where he was appointed to the Training Unit as the department’s training supervisor and was designated as the Texas Commission On Law Enforcement (TCOLE) Training Coordinator for the Victoria Police Department. Later, Lieutenant Paine transferred back to the Investigations Division where he supervised the Special Crimes Unit and the US Marshall’s Task Force Officer. During this time Lieutenant Paine was appointed to the Gulf Coast HITDA Task Force and had the opportunity to work with numerous local, state, and federal agencies.
DJ credits his career to his wife Kelley and her amazing support. In September of 2021 DJ and Kelley made the move to Kelley’s hometown of Rockport where he joined the Rockport Police Department. He is eager to continue his career in Rockport, and excited to see what the future holds.
Isaac Leal – Promoting to Detective Isaac Leal has 23 years of experience as a sworn Texas peace officer, working throughout the Houston and Coastal Bend regions. Detective Leal has worked in several aspects of Law Enforcement, with the majority of his career focused on criminal investigations.
After serving as a Detective Sergeant in criminal investigations in the Houston area for several years, Detective Leal later became an undercover narcotics agent for the San Patricio County Sheriff’s Department. Detective Leal has held supervisory positions in various law enforcement agencies ranging from a Sergeant supervising a criminal investigation division, to Patrol Sergeant, and Assistant Police Chief.
In 2006 Detective Leal became part of the 36th Judicial District Attorney’s Office Major Crimes Taskforce. The 36th Judicial District covered both San Patricio and Aransas counties. In this role, he specialized in investigating gangs, narcotics, homicides, and crimes against children.
